(AN EXPERIENTIAL DOCUMENTARY)Sound of Moat is an experimental documentary based on a 17-page diary written by a Zhuozhou resident whose home and life were deeply impacted by the 2023 flood, caused by a controversial water diversion from Beijing.
Typhoon Doksuri unleashed torrents of heavy rain and fierce winds, causing widespread destruction, including downed power lines, fires, and fatalities.
This deluge marked the most severe rainfall event in a decade. However, despite being an inland city, Beijing found itself ill-equipped to cope with such extreme weather conditions. In a bid to alleviate the mounting pressure, just two days after Doksuri struck Beijing, authorities directed the floodwaters toward Zhuozhou, effectively designating it as a flood retention zone.
The suddenness of this decision, coupled with the lack of adequate warning and insufficient time for property relocation, ignited widespread anger and debate within the community. Many questioned whether Zhuozhou's geographical features rendered it inherently susceptible to flooding, or if Beijing's redirection of the floodwaters was the primary cause of the disaster.
